The people willing to pay it are a strange, self-selecting minority: the very brave and the very angry. Everyone in between, which is to say, almost everyone, pays the tax by not paying it. They stay quiet.<\/span><\/p><p><span style=\"font-weight: 400;\">So the box does not measure what people think. A complaint about a broken exhaust fan in the packing hall is worth acting on today. In six weeks it is no longer information; it is evidence that nobody was listening.
